Terrace Bay Will Update Outdated Bylaws

A delegation from McQueen Galloway and Associates presented an update to council on the Recreation Strategic Plan for Terrace Bay. The study aims to optimize the town’s recreation program, and the update highlighted both the strengths and weaknesses of the current offerings. Key suggestions included focusing on enhancing existing indoor and outdoor facilities, such as the outdoor pool and arena, as well as exploring partnerships with organizations like the golf course. The recreation plan aligns with the township's broader strategic goals, emphasizing the promotion of volunteerism, cultural events, and facility upgrades. Securing funding remains a crucial aspect of moving the plan forward.

Next, the council discussed outdated bylaws, with a particular focus on animal welfare, where some confusion persists regarding the township's responsibilities.

CAO John Hall provided an update on the AMO conference, where a small delegation from Terrace Bay met with various ministers in Ottawa to address concerns. The unresolved mill issue was also presented, though no progress has been made, and the mill remains idle.

A discussion followed about the lack of public washrooms in the commercial district, particularly on Simcoe Plaza. Visitors often use restaurant facilities as there are no dedicated public washrooms. Although earlier proposals to address this issue were made, they never materialized.

The council also discussed updating the property standards bylaw, including grass-cutting regulations. Residents have been calling for changes to accommodate natural vegetation, as more people are rethinking how gardens and greenery can positively impact the environment.

The Director of Operations presented surplus items, including vehicles declared for sale and made available to the public.

Economic Development Director Luc Bedard spoke about the Rural Transit Solutions Fund. A hybrid transit vehicle will be purchased once quotes are approved.

The council also approved a request to waive fees for the King Hall during the CW League Fall Fair.

All bylaws related to the meeting were passed.

During other business, the conversation about downtown washrooms resurfaced following feedback from residents. At the AMO conference, several vendors showcased options for year-round public washrooms, and one idea is to place a facility near the Tesla charging station. Currently, the only other public washrooms are located at the Subway along the highway. The possibility of adding picnic benches to the empty lot across from the plaza was also discussed.

There were no questions during the question period.

The meeting then moved to an in-camera session to discuss the minutes of a previous meeting and a private matter.
