Richmond Municipal Council Discusses Policies, Community Funding, and Local Issues
Civic journalist Jake Boudrot attended Richmond Municipal Council’s regular monthly meeting on Jan. 28 in Arichat. Following the meeting, he spoke with Richmond Warden Lois Landry.
During the By-Law/Policy Committee report, council discussed the re-adoption of both the Travel and Expense Policy and the Hospitality Expense Policy.
Council also approved a $1,500 allocation from District 5 funds for the Holy Guardian Angels Parish Hall but deferred a decision on a $5,000 Type 1 Infrastructure Grant application from the Whiteside Church Preservation Society.
As part of its commitment to inclusivity, council approved the terms of reference for the Inclusive, Diverse, Equitable, Accessible (IDEA) Committee and explored the role of caregivers who wish to participate.
Community and Infrastructure Updates
From the RCMP Advisory Board report, District 1 Councillor and Committee Chair Shawn Samson highlighted upcoming town hall meetings between local law enforcement and Richmond County residents.
District 4 Councillor Amanda Mombourquette provided an update on the River Tillard to St. Peter’s trail. After reaffirming its support for the provincial government to grant the East Richmond ATV Riders Club a Letter of Authority to manage the three-kilometre trail, council received pushback from St. Peter’s resident Clair Rankin, who questioned why it wasn’t being preserved exclusively for walkers and hikers.
Additional Discussions
Council reviewed correspondence from Municipality of Chester Warden Allen Webber to Minister of Municipal Affairs John Lohr regarding the new Provincial Code of Conduct Policy.
Near the end of the meeting, council addressed several outstanding action items.
Deputy Warden Brent Sampson requested updates on:
- A proposed road name change in Fourchu
- A request for a Bell Aliant official to appear before council
- A response from Canada Post regarding service issues
Additionally, CAO Troy MacCulloch provided an update on efforts to track the municipality’s growing deer population.

They are found on Channel 10 using an antenna, Channel 4 on the EastLink cable system in western Richmond County, and on Channel 5 on the Seaside cable system in eastern Richmond County. They are also on the Seaside cable system along Eastern Cape Breton from New Waterford and Glace Bay to Louisbourg and St Peters, and is now on the Bell Satellite system on Channel 536!
