Blacks Harbour Water Quality A Key Issue at Eastern Charlotte September 2024 Council Meeting

The September 2024 regular Council meeting for the municipality of Eastern Charlotte took place at Magaguadavic Place in St. George on Wednesday, September 18, 2024, covering a broad spectrum of local issues, both ongoing and new. The session was broadcast live by CHCO TV, emphasizing transparency and encouraging public involvement.

The meeting commenced with procedural formalities, including the adoption of the agenda and previous meeting minutes. Councillor Alexa Detorakis motioned to adopt the agenda, adding a new business item for the review of bylaw EC-06, concerning all-terrain vehicles (ATVs) on municipal roads. The motion, seconded by Councillor Terry Lee, passed unanimously.

Municipal Emergency Response Plan Approved

One of the key issues under old business was the approval of the municipal emergency response plan, an essential framework for community safety and preparedness. Councillor Michael Thompson moved to adopt the plan, seconded by Councillor Darrell Tidd. 

Traffic Safety Improvements in St. George

Under new business, council addressed several critical topics, including traffic safety at the intersection of Main Street, Riverview Avenue, and L'Etete Road in St. George. Councillor Lee proposed converting the intersection to a four-way stop, effective December 1, 2024, with public notices beginning on September 20. Seconded by Councillor Lisa McKay, the motion passed unanimously. "That’s a dangerous intersection," Councillor Lee remarked. "We’ve had numerous near-misses reported. This change is long overdue."

Surplus Property Sale in Blacks Harbour

Council also declared the property at 14 Glennie Court in Blacks Harbour as surplus, approving its sale through a public tender process with a minimum bid set at $9,500. This decision, moved by Councillor Lee and seconded by Councillor Thompson, was unanimously approved, with the goal of better utilizing municipal assets and potentially generating funds for future community initiatives.

Human Resource Support for the Municipality

Recognizing the growing need for enhanced human resource management, council approved a proposal from Practical Human Resource Solutions (PHRS) Incorporated to provide HR support services at $4,000 per month. The motion, introduced by Councillor Lee was seconded by Councillor Wayne MacQuarrie. "We must ensure our employees are supported and our HR processes are sound," Councillor Lee noted.

Public Concerns About ATV Enforcement

Public participation was a notable aspect of the meeting, with resident Raymond Hall raising concerns about ATV bylaw enforcement. "ATVs are regularly passing by our house, and there's no visible enforcement," Hall stated. This issue prompted further discussion about improving oversight and ensuring adherence to the bylaws in place.

Ongoing Water Issues in Blacks Harbour

A longstanding issue with water quality in Blacks Harbour was brought into focus by Councillor Adam Hatt, who presented samples of discoloured water and sediment to illustrate the severity of the problem. "We’re asking residents to pay for water with no clear plan in place to fix this," Hatt emphasized. "It’s time for a solution."

The meeting concluded with closing statements from council members. The next regular Council meeting is scheduled for October 16, 2024, at 7:00 PM at Magaguadavic Place.
