Richmond Council Approves Policy Updates, Discusses Housing and Grants

Richmond Municipal Council held its regular monthly meeting on June 24 in Arichat. Following the meeting, Warden Lois Landry responded to questions from the media.

Early in the session, council approved a recommendation from an in-camera meeting to implement changes to collection services.

Council also gave the green light to a recommendation from its committee-of-the-whole session requesting that the Nova Scotia Federation of Municipalities support adequate and sustainable funding for public libraries.

A recommendation from the Bylaw/Policy Committee to amend the Capital Improvement and Development Policy was approved.

Council also adopted several recommendations from the Planning Advisory/Heritage Committee. One of those called for continued engagement with housing and property developers and the organization of a forum to discuss future housing and development opportunities in Richmond County. Another recommendation directed municipal staff to review the Canada Mortgage and Housing Corporation's Housing Design Catalogue—or similar resources—to identify any barriers in the municipality’s Land Use By-laws that may hinder residents or developers in building homes.

Council also approved a recommendation asking staff to identify areas in the municipality where standalone buildings, such as garages and sheds, are currently not permitted, and to report their findings back to the committee.

Another recommendation asked that the Eastern District Planning Commission provide its feedback on the new Nova Scotia Building Code Regulations to the committee for further review.

Council also passed a motion from the By-Law/Policy Committee to proceed with adopting new guidelines for the Off-Leash Dog Areas Policy, contingent on the municipal solicitor’s review.

Correspondence was received from Colton LeBlanc, Minister of Growth and Development, concerning the joint management of the Point Tupper Heavy Industrial Park and Richmond County’s potential inclusion in the Atlantic Port Assessment.

With the 2025–2026 budget now approved, council turned its attention to a number of grant and sponsorship requests.

Canadian Coast Guard Cadets Reflect on Graduation and Future Careers

Civic Journalist Jake Boudrot also spoke with two graduating officer cadets from the Canadian Coast Guard College in Westmount, in the Cape Breton Regional Municipality.

Calum MacLean and Mbathio Thiam shared how they first learned about the Coast Guard College and what motivated them to apply to the program. Both cadets celebrated their graduation during a ceremony on June 7.

Now that they’ve completed the program, they reflected on their experiences, offered thoughts on whether they would recommend the program to others, and shared their impressions of the college’s facilities and its location.

According to the Canadian Coast Guard College, graduates are guaranteed employment with the Canadian Coast Guard after finishing the program. Students also receive free tuition, along with room and board.

Graduates go on to serve aboard Canadian Coast Guard vessels and work at facilities across the country. Their roles include ensuring maritime safety, protecting the environment, supporting scientific research, and facilitating efficient and secure marine trade.

The cadets also discussed where they will begin their careers with the Coast Guard and what kinds of responsibilities they expect to take on.
