Rosedale Finalizes 2024 Projects, Eyes Key Priorities in 2025 Budget
The RM of Rosedale’s 2024 budget year saw strong progress, with work completed at 39 of the 42 disaster sites identified following the widespread flooding of 2022. Alongside this, the municipality also undertook road building and rehabilitation projects and made a few small equipment purchases.
Looking ahead to 2025, the remaining three flood recovery sites are at the top of the to-do list. Other key initiatives include additional road rehabilitation, converting the Eden landfill into a transfer station, upgrading the Kelwood fire truck, and replacing deteriorating road signs at mile road intersections—all while continuing regular municipal operations.
The mill rate for 2025 has been set at 15.632 mills, comprised of 10.200 for the rural mill rate and 5.432 for the at-large rate. This marks an increase of 1.369 mills from last year. Contributing factors include a deficit from the 2023 tax year—largely due to unexpected transportation cost overruns—as well as gravel crushing scheduled for 2025, which is not an annual expense.
In a year-over-year comparison, 2025’s mill rate closely aligns with rates from 2014, despite some lower figures in the intervening years.
It’s important to note that while the RM of Rosedale collects levies on behalf of the Beautiful Plains and Turtle Mountain School Divisions, as well as the watershed district, these rates are set by those respective bodies and will appear on the 2025 tax bill separately from the municipality’s own rates.
This public hearing marks one of the final steps in setting the financial plan for the year. Council will next pass the bylaw needed to officially levy taxes for 2025.
